Yes there is free access to Cabbage Beach.  You can get a taxi from pier.  There are no restrooms.  Two lounge chairs & umbrella will cost you $60.  Beautiful white sand beach but the ocean is usually rough here...if you like big waves its a good beach for you.

It cost about $5 pp (7 of us), no restrooms (we had day passes to Atlantis and RIU when we went).
