Is Uber operating in Buenos Aires?  If they're not, can you pay for a taxi with USD?

I pre-booked an Uber for embarkation day.  Looks like they are very active in Buenos Aires.

Yes, we have used uber recently in Buenos Aires.

A very good alternative is Cabify, app available on the App Store if using an iPhone.

Registration is easy and payment can be done with PayPal.

Uber and Cabify worked quite well to get around in Buenos Aires.
