The peninsula is far enough north that it’s still in range of normal satellite coverage, so you should be getting the normal at-sea network speeds that you would on the same ship elsewhere in the world.

 

The only time you see a major impact on connectivity is when you pass out of satellite range. I’m the south, that only happens well beyond the Antarctic Circle, so you’d likely only experience it on a Ross Sea expedition. It’s far more common in the Arctic, and cruise ships calling at Longyearbyen typically lose coverage from a day before to a day after a Svalbard visit.
