MSC Cruises/Can you leave the ship without having booked a trip through the cruise ship?

Sorry if this has been asked before .... I'm new to this forum . I'm thinking of booking a trip with MSC from and to Venice.

I've read that someone was stopped from leaving the ship when it was docked in port because they hadn't paid MSC for a trip/excursion.

Anyone have any information?

When cruising first restarted during Covid, guests were required to book ship excursions and stay with the group.  Otherwise they couldn’t leave the ship.  And if they skipped out of the group, they were not allowed to reboard.  Don’t think there are any such restrictions now, unless required by the country or port visited.  EM

I was on the Grandiosa on the 5th April to 12th of April and no restrictions on getting off in any port. 

Sorry got year wrong it was 2022, doesn't matter to your query but just want to be correct
