scooters on the cable cars in St. Thomas?

I'll be making my upteenth port call in St. Thomas in July, but this time I'll be using a scooter. 

I'm thinking of taking the sky ride to Paradise Point.

Are scooters permitted on the sky ride?  What is the surface (grass, paved) at the top?

Any additional info appreciated!
