Have not cruised on Celebrity in a decade.  Looking online and I see the prices for the specialty restaurants are around $50 to $60.  I also found these, and the way it reads seems to good to be true.

Do these certificates act a full cover charge, or do they only act as part of the cover charge and it has to added to at the time of service?

Partial and the tip will add to the cost.  So if you choose a $55 pp restaurant the total charge is $64.90 pp.  After the $45 gift certificate balance due is $19.90.
