Falmouth - Can you get excursions without going through the ship?

I have been told that now Falmouth does not allow independent excursions to come into the port area to pick people up, that only excursions through the ship can do that.

Is that true? Has anyone else seen or heard something Similar?

I would prefer something pre-booked before the cruise, but I wasn't sure if there was anything open you could walk up to and book an excursion without prior planning.

My ship only offers 2 beach options, and the cheapest is 80 per person.

Several ports in Mexico have the same rule for security and all you have to do is go outside the port to meet your guides.  not totally the same but thought it might help....  (and what we are planning to do on our Jamaica stop)
