Yes. Just let the host/hostess or the restaurant manager know and they will take care of it.

Absolutely! I'd swing by the PG ahead of time to let them know that you're picking up the tab. If your friends try to pay, they'll be told that you've already taken care of the check. Allow your friends to reciprocate with drinks later that night. Social order is preserved and a good time is had by all!

You absolutely can cover the charge for all guests in your party. Just be sure to tell them in advance as others here have suggested. 

BTW if you also tell them about the special occasion, they will provide a very nice cake big enough for sharing.

We were celebrating my grandson’s graduation and I forgot to order in advance a cake. I mentioned it to the Pinnacle manager as I was walking in and he said no problem. 
they brought out a beautiful cake with “ congratulations “ on it. Nice touch.

We have charged dinner for our guests a number of times without a problem.  Sometimes we even get our 5 Star discount (50%), sometimes not.
