No, Celebrity does not have anything like the Key program that you can buy as a standalone package.  However the Key program benefits are very similar to the perks that suite guests receive as part of their cruise fare.  That is why I don't think Celebrity will offer a purchase-able package like because they do not want to dilute the suite benefits.
