How far out can you expect to see dining packages on the app/website?

I just saw a friend's Bella booking where they are offered specialty dining packages.  They booked about 40 days out.

 

Perhaps there is confusion due to MSC's erratic timing when they offer the packages.  The changes to the listed Bella benefits on the MSC website doesn't help.
