What if third person can’t come?

We are considering booking a cabin for three family members, knowing that the third might not be able to come. Does anyone have any advice on this? Any pros and cons on canceling the third person (if we find out definitively ahead of time that they can’t come) vs having them no-show on the day of the cruise? Many thanks in advance.

It may be useful if you say where you are from as T&Cs are different, for example, in the US to the UK.
