You have a chance in the peak season when the gates close at 10:00 p.m. from Wednesdays through Sundays I have seen buses from the Empress Hotel that go there, but you wouldn't have enough time. However I caution you that its a 45 minute drive from where the ship docks and taxis don't wait out at the Gardens for people so you need to add in waiting time for a taxi to get out there to pick you up. Assuming the ship is leaving at midnight, I really think you don't have the time for the Gardens.
