If elite plus and above the cappuccinos would be included but the drink coupons are exactly that, any drink that needs to be purchased would need a drink coupon.  All I was pointing out is if as people want and get drink coupons I can see where free limited drinks at other events, cc breakfast etc would be cut out.  Does Royal have the Captain club events type of thing where you can get free drinks, I don't know as no interest in RCL ships currently.

No.  You have to use your drink coupons at the C&A Happy Hour if you do not have a drink package.
