Does the Comment Card carry power?

I sailed on Grandeur in 2004, spending a good amount of time in the casino and getting to know the dealers. I listed all of them on my comment card with many compliments.

One year later, I was walking through the casino on Voyager,and recognize one of the staff. She recognized me as well because I had done that:"You're the lady who listed all the crew on your card" She had since also been promoted.

So, whether or not corporate gets the word I can't say, but I can confirm staff decisions on the ships are made based on the comments.
