I don't think you can arrange for the sign and sail card ahead of time but if you do early boarding, you will get the card then.

 

We arrived at the pier about 10:30, walked right over to the Queen Mary, and did early check in within about 5 minutes. We sat in the grass by the check in place for a bit and then got in line for those who had done early check in about 11:30 and were on the ship by 12:30-1:00. The line looks long but once it starts moving, it moves quickly.
