What does best available cabin mean?

Does it mean the best available within that category, for instance the best inside if you book an inside? It cant mean the best available on the ship right?

Oceanview upgrade NOT available on Carnival Spirit, Pride, Miracle or Legend.

 

Excludes Europe sailings.

 

Valid on new individual bookings made on March 21st & March 22nd, 2007 on select sailings thru 12/16/07.
