Every harbor has a "Harbor Master/pilot" that takes every ship in and out and " parks" them in the berth. It is a rip off to the cruise lines but it is done. My DH was in the USCG for 8.5 yrs and knows the game that is played by the harbor masters. Good thing this wasn't the Navy... the admeral of that fleet would be retired immediately for such an offence... not to mention a number of the cammanding officers. Wouldn't matter that the "pilot" did it... if a US Navy ship hits ground,,, it's termination time. Just research the air craft carrier that got grounded in the San Francisco Bay around 1980... the admeral of the fleet got raked over the coals.
