There's a train that goes from the dock to London Liverpool Street station.

 

From there, you can Tube it to Heathrow (one change). Or you can cab it to Paddington to get the Heathrow Express to Heathrow.

 

Or you can cab it to Farringdon station (or City Thameslink, Blackfriars, or London Bridge stations) for the First Capital Connect train to Gatwick, or to Victoria station for the Gatwick Express.

 

For timing, you'll want to consult your cruise line. It depends on what time the ship is scheduled to dock, and how long the cruise line thinks it'll be before you can actually disembark.

You should be able to catch a 2pm flight with RCI transfers. The majority of people with transfers were disembarking between 6:30am and 7:30 am. If you are traveling with a fair amount of luggage you may not want to take the train and the tube especially durring peak travel times as the tube can be quite crowded with little room for luggage. Another consideration for the tube, even though there are lifts (elevators) and escalators, there will most allways be a flight of stairs either up to street level or down to the platform. The Underground (tube) is not handicapped friendly.
