Usually $50 but one name has to stay the same from the original booking. :)

Somewhere I thought I had heard that there is no charge before final payment and a $50 charge after.

Free before final payment; after final payment, it's $50 per change. One person's name must remain the same in the cabin and cannot be changed. Be aware that some TA's charge to make changes at any time but those are not Princess charges.
