It should be 5:45

I was on Noordam earlier this month and we had fixed dining - deck 3. 5:45 is when the dining room opens, and you are supposed to arrive no later than 6, when they close the doors. They need to get everyone served and out in time to set up for the late fixed seating. I was with a seminar group of 500 people, divided between early and late seating (fixed). For our group they allowed arrival until 6:15 - that was worked out with the TA for our group because of our seminar schedule.

For the first time ever, on our ID cards on the Westerdam, there was a note indicating that the dining room doors close 15 minutes after 5:45.

On the Noordam in February, fixed early upper was 5:45.
