If you were to eat in the dining room for other meals you would be at a different table every time depending on when you arrived and served by different staff each time. The 'tip' for the wait staff is generally considered to cover all their service whether it be at dinner, in the Windjammer or at the other meals in the dining room. Just pay the traditional and prudent tips...its how they make their money. You'll feel good and the waiters wait on you everywhere on the ship.
