Required or not, the child should be sitting on something so the seatbelt fits properly.

 

If you'd prefer to not bring your own booster seat, perhaps you have some jackets that can be rolled up as a temporary cushion. Those small, child-size wheeled carryons might be the right size for your child to sit on. Anything to elevate the child's body a bit will do.

This is what I found when I was researching requirements when we took our 3 year old to Florida this spring. This seems to jive with what is in the link that Lew posted.

 

 

316.613 Child restraint requirements.-- (1)(a) Every operator of a motor vehicle as defined herein, while transporting a child in a motor vehicle operated on the roadways, streets, or highways of this state, shall, if the child is 5 years of age or younger, provide for protection of the child by properly using a crash-tested, federally approved child restraint device. For children aged through 3 years, such restraint device must be a separate carrier or a vehicle manufacturer's integrated child seat. For children aged 4 through 5 years, a separate carrier, an integrated child seat, or a seat belt may be used.

problem with a seat belt.......a lap belt might be ok, but a standard shoulder/lap combo

can injure a child if he/she is not tall enough. You might want to research cab companies

in FLL and ask what they recommend. Not worth taking a chance.
