Quite the opposite.

The yellow flag, ‘Q' means "My vessel is 'healthy' and I request free pratique." (Free pratique = health clearance)

When entering a port the Q flag is flown until free pratique is granted and only certain persons are allowed to board until it is hauled down. These would normally include the inward pilot and customs and immigration officials. In some ports, the pilot is authorised to grant free pratique so the vessel is cleared before berthing.

Not exactly. "a yellow flag hoisted by all ships to request pratique on entering a harbor, or by a ship to show that it has contagious or infectious disease aboard, or by a ship that has been quarantined. called also yellow flag, yellow jack."

I believe you have posted a definition from the Merriam-Webster Medical dictionary, which is no longer correct. The use of the "Quebec" flag to indicate infection is obsolete now, although it was reactivated in a few ports during Covid.

It is - I have several pics of it being flown as we entered ports on different cruises - an ancient rule. 🍺🥌

Thank you, I took the photo in Puerto Vallarta. On this sailing I was mistakenly checked into a cabin that was occupied by a new crew member who was in "walking quarantine" for 10 days after joining the ship. Carnival upgraded me to a balcony on the Lido Deck for the inconvenience.
