  1. Email received from Silversea this morning:

"... In accordance with the State’s latest health and safety recommendations, physical distancing and the wearing of masks will now be required in all indoor public areas aboard Silver Muse, during shore excursions, and when in terminals. While you will still enjoy the social aspect of your voyage, it is important to remain physically distanced from other guests who are not in your travelling party. The use of masks will not be required while seated in restaurants, at tables in bars, and in outdoor areas in which physical distancing can be maintained.

You will still be required to present your vaccination certificate or a printed copy during the check-in and embarkation process. However, you are no longer required to undergo a rapid antigen COVID-19 test during our pre-embarkation health screening. ..."

I found this CDC website page to be interesting, particularly the following paragraphs.....

"What does it mean if a cruise line or cruise ship is not listed on the table above?

If a cruise line or cruise ship is not listed, it means it is not operating and does not plan to operate in U.S. waters during the initial phases of the Framework for Conditional Sailing Order"

Believe the list you are referring to is only for ships to repatriate crew and has absolutely nothing to do with passenger sailings.  This list was developed prior to the conditional sailing order as no ships as yet have received a conditional sailing order nor have any done the required test cruise.

The reason Regent ships are not and will not be on that list is they do not need to be because the all left US waters snd have no need to return to perform crew repatriation or exchange.

The CDC appears to have merged the utilization of the chart to include CSO application status.  CSO would be a prerequisite for passenger sailings.

Interesting article debating whether cruise-lines will jump through the CDC hoops or simply wait for vaccination roll out:

    https://www.cruisecritic.com/news/5774/

On December 7th, CDC again updated the list that shows which cruiselines and ships have a complete and accurate response plan for operating in US waters with the CSO (conditional sailing order).  Regent and all of its ships are still absent.

It is possible that Regent has decided not to sail in the USA until vaccines are widespread ??

I found this CDC website page to be interesting, particularly the following paragraphs:

"All cruise ships operating in U.S. waters, or seeking to operate in U.S. waters, must comply with all of the requirements under the Framework for Conditional Sailing Order and Technical Instructions even when outside U.S. waters.

As ships become eligible to transport crew members commercially, this page will provide a list of cruise ships meeting those criteria"

"What does it mean if a cruise line or cruise ship is not listed on the table above?

If a cruise line or cruise ship is not listed, it means it is not operating and does not plan to operate in U.S. waters during the initial phases of the Framework for Conditional Sailing Order"

At present neither Regent Seven Seas Cruises nor any of its ships are listed ☹️.

Draw your own conclusions as to when a Regent ship will next be operating in US waters.

CDC updated the list today (December 1) to show all ships that have a complete and accurate response plan for operating in US waters during the initial phases of the framework for CSO.  Regent and all of its ships are still absent.

CDC states that the list will be updated weekly, every Tuesday.  Hopefully Regent will be part of the process next time around.

I read that to say that the cancellation penalty will remain at the level that it was at the time the notice was issued (November 23 2020) and will not increase until the new final payment date

OK, I can see your point and can re-read it your way.  I read it originally to mean the current terms and conditions for penalties would govern until the new final payment date.

It is still a failure in the messaging as it can be interpreted 2 ways with opposite meanings.  Both readings would be correct, which makes it ambiguous.

The normal cancellation penalties between 60 and 120 days were not applicable.

That is good to hear, and that policy would make sense to coincide with a altered final-payment date.

However, Regent is either inconsistent with the policy, or is failing in the messaging.  The wording of the policy email is opposite from your experience.

Here is the full email from yesterday.  Note the warning about NOT changing the penalties (paragraph #2).

IMPORTANT INFORMATION REGARDING YOUR UPCOMING CRUISE

DATE OF ISSUANCE: NOVEMBER 23, 2020

Dear Valued Guest and Travel Advisor*,

Regent Seven Seas Cruises continues to closely monitor the COVID-19 coronavirus situation and the global health environment. We are modifying our payment schedule for voyages departing through May 31, 2021 — for any reservations that have not yet been paid in full, final payment will now be due 60 days prior to cruise departure date.

Invoices will not reflect the new final payment date. Cancellation penalties will remain at their current level until the new final payment date.

If you have questions regarding this matter, please contact us using the phone numbers below.

    Sincerely,

    Regent Seven Seas Cruises

I am confused also about requirements like the Arctic Cruise that starts and ends in US waters. just like my earlier example about a TA that starts in say Europe and ends in US waters.   Don't believe the CDC has considered all the eventualities like Artic Cruise, T/A's...

    Dave:

I think this covers your question.  From page 30 of the Order:

(  f) As a condition of obtaining or retaining a COVID-19 Conditional Sailing Certificate, cruise ship operators must comply with the requirements of this framework. These requirements apply to any cruise ship operating in U.S. waters and to cruise ships operating outside of U.S. waters if the cruise ship operator intends for the ship to return to operating in U.S. waters at any time while Order remains in effect.

At present, the order will be in effect for one year.

    Page 32 of 40 says:

    (2) The cruise ship operator must not sail or offer to sail on an itinerary longer than 7 days. CDC may shorten or lengthen the number of days permitted to sail based on public health considerations and as set forth in technical instructions or orders.

That pretty much rules out most current itineraries out of Florida in the near term.

A Regent ship by end of year?

    38 minutes ago, Pcardad said:

    Yes, a Regent cruise ship....

The CDC guidelines (page 28), "Applying for a COVID-19 Conditional Sailing Certificate" (a) A cruise ship operator must submit the following to CDC prior to commencing restricted passenger operations:....These materials should be submitted at least 60 days prior to the date on which the cruise ship operator proposes to commence restricted passenger operations....

Assuming Regent submitted them today, that would still put the earliest sailing around New Years Day.
