q1 excluding stops, at leisurely pace, how long this suggested walking tour take? (doable during 4 hour stop or should shoot for longer stay?)
q2. how is weather in April? (before regular European cruiselines (not ferries) start)

It is definitely feasible. There even is a brochure by the transport authority naming some sights near the stops: https://www.hsl.fi/sites/default/files/uploads/helsinki_sightseeing.pdf
The line 2 is about 25 minutes from one end to the other and 3 is about 30 minutes. Trams do continue from one line to another without noticeable break at the southern "terminus". There is a planned stop of about 8 minutes at the northern "end" of the lines. All together the whole ride would take about an hour.

Checked out 3 or 4 tour operators frequently recommended on CC.
Most were slow in responding except Courtney who was prompt with clear answers.
We did not go withhim as RCCL's own ship excursion was cheaper (significantly cheaper) than him and peace of mind of ship's own excursion was added bonus. (depending on which excursion you want, ship excursion may be pricier as it is usually the case at every port)
Our experience with DNF+Caves was excellent. My kids rated it on par with fun at Labadee and much much better than Cozumel.

1 - Dealing with Eduardo was a very pleasant experience. He always responded within minutes. Very well organized.
2 - I had requested either Gerry or Cantaro and was assigned Cantaro. Cantaro was excellent. (Bit disinterested though)
3 - In spite of repeated clarification in email and at start of trip, there was still misunderstanding about intended end time (between ship time and Cozumel time)
4 - Would recommend Cantaro to anyone
5 - We found East side of the island beautiful but nothing outrageously exceptional. Plenty of sych vista up and down both east and west coast of USA and other islands
6 - San Gervasio ruins had absolutely no mosquitoes
7 - Personal Opinion - Guide at ruins extends your visit unnecessarily too long (IMHO, YMMV)
8 - Visit ruins as early as possible to avoid heat and crowd
9 - Island circle road is in pretty good consition with hardly any traffic

Chanknaab Dolphin swim was fun for kids.
Participants were allowed to carry own waterproof camera.
The whole thing from registration, instructions, etc. was running late and seemed bit disorganized (next time would try Dolphinaris).
Observer fee is $5 to see next to swim pen. (no photography allowed)
They wanted more for photographs then what we paid for 2 swim adventure tickets.
We spent only 4 hours at the park but you could easily spend the whole day.
Life-jacket were striong enough to keep an adult with no swimming ability afloat.

Used this service in Cozumel March 2012 while in port on a cruise. Cantaro was our driver. Excellent English, comfortable vehicle, knew the island well & took us to exactly the types of historical/scenic attractions we requested. He was terrific and we would definitely use this service & recommend it to anyone wanting to see more of Cozumel than just the port area. Our 17 year old also thought Cantaro was great & we all thoroughly enjoyed seeing the island & hearing all about it. :):):)

Any idea how long it will take to go from Ruins back to INtl Pier via eastern/southern loop? (assuming no stops)

Are they allowed to go at least to the dock area to observe kids? what fee they charge for "observer"?
Any restrictions from visitoes bringing theor own food/water to the park?

what time did you reach San Gervasio ruins? with no crowds, was it safe?
How about mosquitoes?
we have to be back at ship for other activities. so were thinking about taking early start but were worried about being the only ones at ruins from safety point of view.
Did you go to coconuts?

Incidents of them insisting on proof of NCL (stateroom keyy) else charging full regular rate have been reported. (this seem to be recent development)

Ship usually keep the time of port from where it started. So Jewel will be on Florida time.
Time difference between local time and Florida time depends on which week you are traveling. Starting next week time difference is 2 hours. In April, it wil be one hour.
What time are you arranging pickup?

Usually I avoid phone calls as low paid humans are more prone to errors. However, that is when working alternative exist.

Am I correct to understand that Visa points OBC can be cashed at the service counter on the ship?

How good is life jacket during dolphin push or belly ride? enough to keep a 200 lb person (who can not swim at all) above water?
