No the mini-bar is not included, but you can talk to your butler and see if he is prepared to replenish non-alcoholic items that you prefer, but this is not an official amenity in the lowest suites.
Room Service is free, and no you don't get to keep the robe, or the umbrella or the binoculars, or sheets, towels or anything else in the suite 🙂
Same goes for the 'World Class' bar, they simply don't have the other spirits there, and as a franchise they are tightly restricted to only make the approved cocktails using the approved components.

Yes, you go to your cabin, drop off your bags and collect your key cards, they will be in a sealed envelope just outside your cabin.
The cabin may not be fully ready for you at that point, but you can still drop the bags & take the keys anyway.
3:00pm is just a placeholder for the first night, once onboard you will be told the actual location and time of the first night reservation and you will need to make the reservations for the other nights in your package.
Yes there is a limit on the number of packages they will sell, it isn't uncommon to see the packages and the individual reservation drop off the list of what is available as you get closer to sailing...
We do something similar to you on the 'S' class ships and make Murano our MDR with a couple of Tuscans and Sushi depending on length of cruise, but Millennium is a bit of a problem with that approach as you only have Tuscan/Sushi/LPC...
