Your answer is a qualified Yes. it really depends on who is scheduled that day, and when they made arrangements to be there. If there are more than two large ships you really don't want to be in Tortola. Normally NCL will dock. I do know that typically Seabourne, Sea Dream, and Windstar like to tender.
