When I sailed thru Europe last year; Royal didn't open up shore excursions until four months prior to sailing. They had to work out some last minute pricing due to the currency fluctuating thru Europe. Royal told me they have to re-negotiate the shore excursion contracts with the various countries,ports, islands, etc; so they can't open the bookings until the contracts have been signed for that years sailings.
