Does anyone know if this is the deck that you can walk all the way around on? Also, if so is there access from the cabin area at the front of the ship?

It's actually the deck above, the wrap-around promenade being on deck 3, promenade deck

No, not on deck 4. There is access on deck 5 if they open the doors. EM

Since we will be on Deck 5 forward, I've been wondering about access to the small balcony. Is it open sometimes, or for special areas cruising only - such as Panama Canal transit or Glacier Bay? I've read where it was normally inaccessible and another post said they enjoyed their time out there regularly.

Deck 4 will normally be closed however they may open the bow area when you are in Glacier Bay.

Have been on several different ships -- all had the bow open when we were in the Pamana Canal, Glacier Bay, Hubbard Glacier.
