When Karl hit the Belize/Chetmual coast, it was a tropical storm, a strong storm, but not a hurricane. It also came ashore in less densely populated areas and wasn't as wide spread in area it impacted. I'm sure Belize City had winds and rain, but probably not for a long period of time. I would imagine Ambergris Cay got hit a bit harder but even there only heavy rains.
