Yes, but it isn't in the same room as the Pinnacle Grill.

the pinnacle bar is located across the hall from the pinnacle grill

it doesn't open until around 5 pm

Funny I have been on the Oosterdam 3 times and a can not for the life of me recall if there is a place to have a glass of wine for dinner next to the grill

the pinnacle used to have a tiny bar inside it

but hal took out the windstar (or whatever it was called) when they took out the internet cafe and moved it to the crow's nest in the explorations cafe

you can still get a wine at the new pinnacle bar
