My questions is can we go to the pier early (9am ish) check in (check luggage) and then go walk around fleet week untill 12-1 Pm ish (ship leaves at 4)? You should be able to hand your luggage over to the porters at 9 am because the porters are stationed outside the building (however things can be chaotic at that time because they're primarily dealing with disembarking passengers), but you usually can't check in for your cruise until about 10:30 or 11 am.
