NYC Port question and fleet week

Surprise to me we are sailing during fleet week.... My questions is can we go to the pier early (9am ish) check in (check luggage) and then go walk around fleet week untill 12-1 Pm ish (ship leaves at 4)? (yes I realize we would have to carry our carry ons)

9:00 AM is still likely busy with those getting off the ship(s). I would aim for sometime around 10:00 AM.

Even 10 might be pushing it. In the past we weren't allowed on until 11am. But a lot of the boats for fleet week will be right around your boat. Should be fun

OH.. We didnt want to get on the boat... Just check luggage/ check in and leave... How early can we do that (Or is it possible?)

You should be able to hand your luggage over to the porters at 9 am because the porters are stationed outside the building (however things can be chaotic at that time because they're primarily dealing with disembarking passengers), but you usually can't check in for your cruise until about 10:30 or 11 am.

This year, May 25-30. IIRC, it's always a 5 or 6 day period ending on Memorial Day.
