I don't know why it is confusing because it is pretty clear it is not 1L.

 

Fed regulations do not set a limit and instead abide by the state maximum. Fed law requires a duty on all alcohol over 1L. Since Texas law allows a max of 1 gallon CBP will enforce that limitation at entry. TX could also request state taxes on the entire amount brought in but I have never seen state tax agents at any port of entry.
