Yes, ships have cancelled port calls in the past due to Noro.

A Princess cruise was not allowed to dock in the Falkland Islands a few weeks ago, due to Noro on the ships.

The Crown Princess didn't make any ports because of norovirus and returned two days early so they could do additional cleaning.

Hopefully, the current sailings will make all their ports.

Ports can deny a ship disembarkment to a port if they feel that passengers or crew could infect their port. Can you imagine an Oasis class ship stopping at Grand Cayman with thousands of passengers that are carriers of a disease? I didn't realize that you can infect people up to two weeks after your last symptoms.

In our case it was a Radiance class ship in Alaska. Thankfully, the port allowed us in port as the crew member had been on antibiotic for enough time. Ours wasn't noro, but rather Swine Flu. I believe they skipped two ports in Mexico during the reposition cruise.
