We arrive on the Dream at 8:00 am. We booked excursion for 08:40 pick up at cruise terminal. Is that enough time to get off ship and meet our excursion operator.

Yes, the operators know they have to go by the ships docking times. If the ship runs late they know you will be running behind. We always make sure we are ready to be one of the first ones off the ship when we have an early excursion.

No problem with that unless immigration is delayed. Usually you can be off the ship 10 - 15 minutes after scheduled arrival. Your only delay will be getting past the photographers.
