It varies. They usually open in the 90-120 day window, but it all depends on when they sign contracts with the tour vendors.

It varies considerably. On rare occasions in can be 60 days or so before sailing. Usuall 90 to 120, but sometimes eeven earlier. Just keep checking the cruise personalizer. Also, often someone will post on the Roll Call when they are open.

Also, sometimes not all excursions are available when they open up. It all depends on whether and when the contracts with the tour operators are signed and confirmed.

For our cruise at the end of this year shore excursions were available 11 months in advance so I just periodically check to see when they become available.
