At least here in Canada the government sets the payout percentage that the machines must produce. Where I live it is 92% therefore you will technically get back 92 cents for every dollar spent. That is an average measured over thousands of plays so you could lose it all and I could win a jackpot on my first spin. Assuming you got your 92 cents back from your dollar and play the 92 cents again. This time you could expect to get back 84.5 cents and so on till its all gone given the same payout odds of 92%. Casinos at sea are not regulated by any government and they are free to set the percentages at what ever they want. You will notice that they are only open in international waters. NCL's PofA might be as it only sails in US waters but I can't testify to that. There have been countless posts on here about how loose the slots were at the beginning of the cruise and how tight they got over time. Get them through the door, pay a little, then dial down the payouts as the cruise progresses. Thats what is called a loss leader. It's all done electronically and a machine can be set in less than a minute. My next door neighbour works for our Liquor and Gaming Commission as a casino inspector to ensure that the machines are not locally tampered with. So to answer your question, no one is better than the rest and none of the ship board casinos are run by the cruise line. They are all run by a third party that pays a percentage to the line.

My slot experience on NCL Jade was good - I won $1400 on a nickle quick hit slot the last night of our cruise....my friend played most every night and came out about $400 ahead at the end of the cruise - we played for fun and it payed off....I'm sure that's not always the case.

 

NCL's website casino section shows some pretty big winners - one as big as 160k - just don't know how frequent or which ships.
