The same language was added to Cunard's passage contract for US residents more than a year ago. There have been ZERO reports of enforcement that I have heard. In fact the FAQ section of Cunard's website still states that any reasonable quantity of any type of beverage can be brought on at embarkation (though in general the FAQs on Cunard's site are geared to passengers who are residents of the UK or Europe). Cunard also has certain "sale days" on many of its sailings where you can purchase bottles from the duty free store and carry them back to your cabin.
