Yes there is some schools that may have spring break then but they are few. The entire month of March is the peak. Once April hits, things get much better. I know high schools and colleges here in NE Ohio are the week before Easter and the week after Easter. You should be safe. It is definately Spring Break for most public Elementary Schools and High Schools in New York City and its Suburbs.
