There will be a slew of them commented on given recent events but it isn't unusual to find a backpack, a briefcase, a paper bag left inadvertently by an innocent person. It was on a pallet of cargo to be loaded on the ship and two different dogs alerted their handlers of a potential bomb at the same spot. Not just a backpack left unattended.
