Main reason for turndowns is if the country you want to get off in does not allow it. For instance, most cruises that are round trip from a US port, you cannot get off in another US port. On British Isles cruises, quite a few disembark in Le Havre. Princess has to make arrangements with the local Customs people at the port. Dublin is part of the EU and if it was okay for people to get off in LeHavre (lots & lots of people) on my British Isles cruise, then I'd think it would be fine in Dublin.
