The ship departs Yokohama at 8 PM and boarding time is around noon.

 

Does anyone know if passengers are allowed to sightsee in Yokohama after boarding the ship?

 

Would there be an issue with Japan's Immigration/Customs?

Why don't you drop your bags off then look around Yokahama.

What's the lastest you can board?

 

You have entered the country (I assume) by plane so you have already cleared customs so as long as the ship allows you to get off it shouldn't be a problem.

There will be previous cruise passengers disembarking.

Yes, you can leave and return anytime you like before a cut off time, in our case, it was 5:00PM. But leave plenty of time to get back to the ship of course.
