It depends on the cruise. Carnival offers different rates at different times depending on how well the cruise is selling out.

Yes, they still offer it on some cruises. I am booked past guest for Oct 2015.

They offer it but with all the other promotions available, it's not going to be less than them. On a cruise further out, probably more available.

Yes they still offer it, but it's not showing on my current listing or two others I'm interested in due to all the other promotions going on. At the top of the main Carnival page there's a link for cruise deals. You can click on that, and go through the deals being offered, specifically the one for VIFP Members, which is essentially past guests.
