In my experience traffic tends to build up the closer you get to Georgetown and if it's close to embarkation time for many ships, the traffic will get heavier as everyone is trying to get back. Was on a late Carnival run excursion meaning we were back ten minutes before the last tendor and there was a line that was almost 45 long.
