Booking for EU citizens?

We are having a 25th anniversary cruise and inviting family to join us. We have relatives in France who would like to come. What is the best way to tell them to book?

 

Can they just go on Carnival dot com like we would or call the 800 number? Or is there some other way Carnival handles bookings in the EU?

 

I plan to send them details on the rates I see for three categories and which cabin numbers to select from for good location, as well as sailing date, home port, and ship name of course.

 

Thanks in advance for any info you can share!
