I was about to say "Yes", but decided to look it up and found this article: http://20somethingfinance.com/shop-costco-without-membership/ It's still basically "Yes", but they mention a Costco Cash Card that might be a possibility. There's another issue, however - the Costco is about 5 miles from the pier, so you'd need to figure taxi fare into your 'cost savings' unless you have a rental car. Is there something specific you're interested in? There are other possibilities, such as Target and Walmart that are closer to the pier.
