That is because the TSA only covers the US and certain pre-clearance ports (Dublin, Toronto, Calgary, Vancouver, etc.) Every country sets their own rules. TSA is not a global dog-and-pony show… I've been through LHR twice (on the same trip), back in 2011. Not the best, but not the worst I've been through in terms of security check. Best were CDG and FLR when I traveled in a wheelchair due to a broken leg suffered on the trip - I was treated very respectfully during the check. Some are very friendly, someone are only okay, one or two are a bit rude. But that's no different than I've experienced in Sydney, Delhi, Cape Town, Cairo, Dubai or Sao Paulo.
