Maybe the vests help boaters, jet skiers, etc. see you in the water since they are usually a bright color. Don't assume everybody is sober while operating boating equipment. A drunk person might not see you snorkeling without a vest and run over you! Horrible thought, but it could happen.

Nothing like that would happen in the snorkel area at Princess Cays
