When we were on carnival last March most people were getting away with button downs and some threw on a coat. When I was on RC last in 2008, do I remember suits were the norm? Some wear slacks and a long sleeve dress shirt open at the collar. Personally, I always wear a suit and tie but I enjoy dressing up. Happy cruising! As other have said, you will see everything from shorts to tuxes. Having cruised a few times on Carnival, I am not sure how button down shirts are "getting away" with anything, as that falls within the dress code for the MDR. If we know that Soylent Green is people, we now know how old most of us are. :D I can get DH to put on long pants for the specialty restaurants, but not for much else.
