Delayed embarkation - can we still drop off our luggage?

I received an e-mail last night saying the Valor embarkation (San Juan) will be delayed for some "tests" on the ship. Like so many other travelers, I was hoping to spend the afternoon in Old San Juan. It says don't arrive for check-in until 3:30. Do you think we can arrive earlier to drop our luggage with the porters and go sightseeing (like people do for a "normal" embarkation in SJ), and return later to check in? Or do they mean stay away completely?

We had a 10 hour delay in New Orleans once....we went to port and dropped off our luggage and parked the car and just walked around all day until it was time to return. Thank goodness too, when we finally walked to the terminal the line of cars was frightening and we were just able to walk in.
